}Move a pull request to the front of an application's merge train
Puts a pull request ahead of every car in the merge train that is still queued, building or testing. Cars that already passed or are being merged ahead of it stay ahead. Every car it passes is rebuilt on top of it and its running test is stopped, so only an organisation administrator may move a pull request to the front, and a service account token is refused. An entry already at the front is answered unchanged. Requires pipelines.operate and organisation.manage.
