Get the application's planned address (browser session)
The address the application’s first deploy would publish on, knowable from birth when the organisation’s preview domain is published by one of its clusters. A read, not a reservation: the deploy’s own derivation stays the authority on what is published. state is planned (host named), none (nothing to name yet - the reason says why) or unknown (the organisation’s DNS settings could not be read, which is not an organisation without a preview domain).
